This controversy arose after Yulia Stepanova, a runner on the team, alerted Olympics authorities to the widespread use of performance enhancing drugs among the team in 2014. While it is possible and even likely that not all team members used performance enhancing drugs, the incredibly high rate of athletes who failed the drug test resulted in the entire team's disqualification.
Klishina, however, has been training separately in Miami and will be allowed to compete as an independent because she was far enough removed from the scandal and was able to prove that her system was totally clean. She's unfortunately taken a lot of heat for competing without her teammates, but she has also received plenty of support from others.
