You try to control your life and influence the people around you in order for things to go by plan, but sometimes they go behind your back to bribe your own government officials. Your friends likely have strong political ties that give them advantages in going behind your back. You would rather have a successful life and keep things uniform but you have trouble keeping everyone in line from now and then. Because of this, you likely try to fix the situation by enforcing more control, which does essentially not help anything while your administration (including cabinet members) betray you to then support political corruption by accepting bribes. These bribes are taken to then help illegal production and sale of whiskey (tax evasion).

You are determined and intelligent, likely a hard worker. OR you could have been elected due to your connections in pious social settings and through political affiliations. Unfortunately, you lack in being independent from the dangerous desire of cash/power, and you also lack in the ethics department. When others go behind your boss' back, you are likely to jump in when it could benefit you. ESPECIALLY when money is involved. Would you take bribes to help distillers and distributors to evade taxes? Yes, you would, and it would hurt President Grant's reputation. (But it would make Americans very happy).

Even when these rules prevent you from doing your job you feel your moral compass (or perhaps laziness) kick in. You like to take risks. You have a desire to make your voice heard, sometimes by just bluntly breaking the rules. In some cases it is better for everyone this way. When you are being heavily taxed for your only source of making money, there is not much else for you to do other than evade them somehow. You are cunning and resourceful, and probably a good person to try to survive an apocalypse with as long as there isn't a situation where your partner doesn't want you to make or sell whiskey.
The fact that you have the courage to bribe a Grant Administration member to then illegally make money shows that you either make very calculated decisions, or just completely make them on a whim without considering how severe the lash-back could be from President Grant.
