Most cities have some type of leash law - some more lax than others. Regardless of the specifics, we all know they are hardly enforced. Some say their dog has a right to run free and that he listens to them. Some say they need to be enforced for the safety and convenience of all. Others say they shouldn't even exist because they don't stop ill-behaved dogs from causing trouble.
