Try to talk to him to figure out why he's doing this. This might save some lives.

Hand him over to those who have been most hurt by him. They will give him the most suitable punishment.

Shoot him, and let the whole world see it. Everyone should know what happens when people cross me.

Leave him on an abandoned island he will never be able to escape from. That's a fitting punishment for someone who did so much damage.
